If you receive text messages (SMS) in general on the German number, the problem is most likely on the sender's side (no international messages due to higher cost, maybe). Does your bank offer alternative 2FA measures, for example OTP via an authenticator app? Then use those instead – those are more secure, anyway, because they cannot be attacked via SIM swapping.

My only option is the phone number (which is really a dumb idea), and the company shouldn’t have problems with sending codes internationally because it caters to people staying outside of the US. I don’t know if it’s an issue because they send via short code numbers rather than actual phone numbers.
