Seems not to be a LAN cabling from this perspektive. But to be shure it is necessary to see the pairs and the shielding.

There is a drilled hole from Keller to Erdgeschoss already. Therefore, it is easy to have a new cable from Telekom Box in Keller to Erdgeschoss . I can do this by myself.
However, please advise the cable I marked "1" in the attached picture above. Is it network cable?

From the photo alone, I am not able to tell you what kind of cable that is. I am not even able to tell you if this TAE was installed by one of our technicians, since it is absolutely possible the former tenant/owner did it by himself or contracted an electrician.
