As a business customer you can active a static IP here.
Click on your contract->more functions. You will be forwarded to your "magenta business service center". If you click on your contract again you get the option to set your static IP.

1. Yes, you can get services as a private customer.
2.If you wish to upgrade your current contract to a business customer contract, you can do so.

Private customer can use dyndns but there is no option for a static IP.

Before you upgrade to a business plan and end up paying extra for the privilege, may I ask what you are planning to do with the static IP address?
I'm asking because many use cases can be covered with a dynamic IP (which at DT is always a public IP and it's not all that dynamic anyway) and a DDNS service that binds a dynamic IP address to a static hostname in the DNS.
