es gab eine Anpassung und Optimierung für Android 9 und allgemeine Fehlerbehebung und Stabilitätsverbesserungen.

dieses Verhalten wird hier schon verschiedentlich berichtet, ich selbst konnte es noch nicht nachvollziehen. Darum ist erst mal die Frage, welche Sicherheitssoftware installiert ist.

Betrieben wird Windows 10 (1809 Aktuell 17763.437) mit der Sicherheitssoftware von ESET NOD32 (Version 12.1.34.0)

tritt denn eine Veränderung ein, wenn du testweise die Sicherheitssoftware deaktivierst?
