Defragmentieren funktioniert weder über Assistent, noch über CMD, weiß jemand Rat?

Ich denke, ich weiß woran es liegt, ein bekannter hat mich um Rat gefragt.
Er hat aus ähnlichen Gründen noch 1803 gemacht und nach dem Stabilitätsupdate 11/19 funktioniert kein defrag mehr
