I am new to Germany and moved to a flat without a DSL connection.  I ordered a Telekom contract and the technician comes in today.  I found the APL connection in the basement (picture attached).  My question here is can the Telekom technician open the box by himself (as I can see there is a keyhole in the middle bottom and I couldn't find a way to open it) or my building manager has to do that for him ?  Any help would be appreciated.

Ich bin neu in Deutschland und in eine Wohnung ohne DSL-Anschluss gezogen. Ich habe einen Telekom Vertrag bestellt und der Techniker kommt heute rein. Den APL -Anschluss habe ich im Keller gefunden (Bild im Anhang). Meine Frage hier ist, kann der Telekom-Techniker die Box selbst öffnen (wie ich sehe, ist unten in der Mitte ein Schlüsselloch und ich konnte keine Möglichkeit finden, sie zu öffnen) oder muss das mein Hausmeister für ihn tun? Jede Hilfe wäre dankbar. (mit Hilfe eines Google-Übersetzers geschrieben)
