First you should contact the company that rents you this appartment, because they would have to pay for this and they might use a different company to fix this cable.

I had called the landlord (Hausmeister). But they said that I should call Telekom because it is a Telekom issue.=))))

There is a verdict from the Bundesgerichtshof (BGH), the highest court short of the Bundesverfassungsgericht (constitutional court) in Germany.
As I understand (mind you, I'm not a lawyer), the court ultimately decided that, if the appartment had a phone socket when it was rented to you and unless there are any provisions in the lease, then it is the landlord's obligation to maintain the phone wiring within the property.

So who's customer are you then? Does that mean that there's just one line for the entire building which is used by all inhabitants? Is that building a dormitory, a house in multiple occupancy or something alike?

In the building (many houses inside), I think only the "verteilerkasten" was provided by Telekom.

legally, it is as @KarstenS5 described and @lejupp explained:
Fixing the inhouse line lies within the responsibility of the property's owner.
It would be possible to let our field service fix it, but we would need a document signed by the owner allowing us to charge them for the repair.
Furthermore, as @KarstenS5 wrote, most real estate companies have permanent partner companies for all kind of maintenance work.
I'm sorry, but in this case, even though the janitor (Hausmeister) has told you else, the landlord (Vermieter/Hausbesitzer) is in charge here.
