Speedport Smart not arrived yet

I submitted a request to rent a Speedport Smart device on July 09. However, until today (July 21), I haven't not received the device yet eventhough the order status became 'complete' a week ago. I tried to contact customer service but unfortunately they don't speak English. I would like to ask
- If there is any way for me to check the delivery status
- And if I have to pay for the rental fee considering that I haven't received the device
