Drosselung oder Störung?

Hallo, wurde die Leitung so extrem gedrosselt, dass ich anstatt meinen 100 nur noch 20MB bekomme oder liegt eine Störung vor? Raum NRW Arsberg/Sauerland, kann mir da jemand eine Info geben?
