Umsatzsteuer nachdem man schon MWSt bezahlt hat

Ich verstehe einfach nicht wieso man eigentlich doppelt Steuer zahlen muss.

Man unterschreibt einen Vertrag wo ganz deutlich steht: Preis inkl MWSt. , und wenn man die erste Rechnung bekommt muss man nochmal 19% USt. zahlen.

Was soll denn das für ein Quatsch?
