This is possible.
Do note that this is a tariff downgrade that will cost a one-time tariff change fee (I guess 5 Euro).
And that the tariff change will take place immediately unless otherwise specified, meaning that if e.g. the 24,95 have just been deducted from the prepaid account then there will be no refund even though you could hardly use the included services in the short time frame until the tariff change.
You might also have a look at the one-year-prepaid-tariff offering: 1 year at 99,95 Euro, monthly 3 GByte

Probably she can.
However possibly she is in vacation.
You can also get this arranged via the hotline 2202 - just be aware that a tariff change normally is done immediately, so you would loose what is still included in your current tariff.
