English phone support? Placed on hold and then hung up on.

Hello,
I tried calling customer support - the first representative placed me on hold for 10 minutes after I asked for English, and then passed me to another person who then proceeded to hang up on me after I asked if he spoke English. Is there a different customer service number for English support?
I was just charged 50 euro in data roaming charges in the UK, so am just trying to find out why as I was under the impression the UK should still be included in the roam-like-home agreement. Thanks for any advice.

In which country you started the Call? to which destination Country
Did you use WLAN-CALL?
Your Contract ist with Deutsche Telekom and called?

I called the mobile service line in Germany, from Germany - 0800 33 02202. I've also tried the number 0180 233 1000.
The roaming charges are all data - I placed no calls within in the UK - wifi or otherwise. I have a postpaid contract through my company with unlimited calling/text and 3GB data allowance, with supposedly EU roaming.
