I am 8 months into a speed box XL 5G unlimited contract of two years. Can I transfer this to my neighbor who wants to take over the contract?

It is possible to overhand your contract to someone else.
You and the opponent just need to fill in the form @Has already mentioned and make a video-ident for legitimation.
