No, that is not possible.

There are very few cases in fixed network that Telekom allows such a transfer - in general this is not possible.

The situation is different in the mobile business - there a transfer can be easily done.

a transfer to the new tenant is not possible. Do you move to a new location? If you do so you could request that your contract will be transferred 1:1 to the new location according to TKG (Telekommunikationsgesetz - telecommunication law). It is important to request the move according to TKG . If it is not possible to transfer exactly the contract that you currently have you have a right for termination with a three month period.

Good to know:

in case you move abroad then the contract can be terminated within short time frame.

The new tenant in that case has to look for an own contract - there will be a service interruption of probably few days.
