Are you abroad?
If so, there is no unlimited.
And the throttling would be at 64kbit/s.
But if you have a lot more, then the radio cell is at capacity.
Because mobile communications is a shared medium.

"Abroad" as mentioned by @→Mataimaki← can also be if you are in Germany in an area close to the border - and if your device is connected to a network from the neighbouring country.
For your contract the fair usage policy applies in EU countries - monthly limit is s.th. below 100 GByte in foreign networks..
